Project Management & Implementation Report

1. Governance and Leadership Structure

The project was governed by a centralized Project Management Team (PMT) led by Artvin Coruh University as the coordinator. The management framework was designed to ensure accountability through the following layers:

  • Coordination Team: A five-member specialized unit responsible for communication, dissemination, budget planning, output control, and mobility logistics (insurance and travel).
  • Governing Body: Comprised of administrative members from all partner organizations, serving as the primary decision-making entity for performance evaluation and conflict resolution.
  • Work Part Leaders: Individual leaders were assigned to specific work packages, responsible for direct implementation and reporting deviations to the PMT.

2. Monitoring and Evaluation (M&E) Mechanisms

To maintain maximum quality standards, a systematic monitoring flow was implemented:

  • Meeting Cadence: The PMT held weekly (or bi-weekly) internal meetings. Coordination with Turkish partners occurred bi-weekly, supplemented by transnational and virtual meetings to ensure implementation coherency.
  • Compliance Oversight: Monitoring activities verified that all methodologies and outputs aligned with:
    • Project objectives and target group expectations.
    • Fundamental values of solidarity, equality, and social justice.
    • Universal standards of non-formal education and youth work.
  • Technical Validation: The partner organization BUTA provided expert pedagogical oversight, measuring the impact of educational outputs on youth participants.

3. Quality Assurance (QA) Measures

The project employed a multi-faceted QA strategy to ensure the sustainability of results:

  • Disciplined Workflow: A rigid time schedule was enforced for all activities. Partners received regular prompts via digital communication channels (Email, WhatsApp, Teleconferencing).
  • Indicator Framework: The coordinator established a quality assurance framework defining both quantitative and qualitative indicators for international mobilities and multiplier events.
  • Feedback Loops: Non-formal education techniques and reflective practices were utilized at the end of each activity to collect participant feedback and adjust training plans in real-time.

4. Financial Management and Accountability

Financial integrity was maintained through a "Performance-Based Payment" system:

  • Staged Payments: Partners received  budget during each payment period.
  • Conditionality: Subsequent transfers were contingent upon the successful completion of tasks and the absence of negligence. This served as a primary safeguard for project sustainability.

5. Risk Management and Mitigation

The PMT actively monitored risks including timetable delays, communication breakdowns, and budget deficits. Mitigation strategies included:

  • Human Resource Buffers: Artvin Coruh University and partners utilized back-up expert support to prevent delays in developing the educational kit and organizing symposiums.
  • Communication Protocols: Continuous synchronization was maintained through online platforms and email groups to ensure full harmony between parties.
  • Contingency Planning: The coordinator initiated immediate partner discussions at the first sign of delay to implement corrective instruments, ensuring minor setbacks did not impact the overall project trajectory.
